MEETING MINUTES

June 8, 2001

Whiteplains Mission Statement:

Whiteplains Plantation is committed to be the best and most unique residential community with aviation amenities to be enjoyed by all.

MEMBERS IN ATTENDANCE: Mr. Bill Como, President; Mr. Ron Buttrum, Vice President; Mrs. Michele Ryder, Treasurer/Secretary, Mr. Terry R. Yon, Acting Secretary.

OPENING STATEMENT: Mr. Bill Como opened the meeting at 7:00 p.m. and presented an agenda of items to be covered. First item was reviewing the March 12, 2001 officers' Meeting Minutes. Minutes were reviewed and a motion was unanimously passed to place said minutes into record. Terry Yon was appointed Acting Secretary of the Home Owners Association, herein after, HOA, until special meeting approval or Board of Directors approval.

TREASURER'S REPORT: As of June 7, Mrs. Ryder shows a balance of $4604.93 in Fund A and $2936.56 in Fund B. Currently there is one outstanding Association fee totaling $180.00.

In reference to Whiteplains Phase II: The HOA has received fees from Phase II lot owners. A discussion of the relationship of Phase II Home owners and Phase I owners ensued. It was decided to include the Phase II owners in the HOA. A discussion of the fee amount and property types was reviewed. An amendment to the HOA by-laws was suggested but it was determined that the HOA has already amended the by-laws, Article III section 10, for home lots, and Article II Section 1 for hangar lots. CLOSED.

In addition, as stated in the February HOA Meeting Minutes, runway lot owners not paying aviation dues will be responsible for said dues January 2002, unless they are granted a special exception. Runway lot owners are responsible for requesting the special exception. Special exceptions must be in writing from declarant and are not transferable. This is referenced Article IV, Section 8. CLOSED.

The Treasurer will present policies and procedures for the payment of bills and dealing with the bank. OPEN.

A detailed transaction report can be obtained -at anytime by written notice to the Association Treasurer.

 

OLD BUSINESS:

Entranceway lighting: Bill Como and Ron Buttrum are gathering information regarding the associated costs regarding additional lighting in the entranceway and mailbox area. The power line for the lighting at the entrance has been located and SCE&G will furnish the light. OPEN.

Liability Insurance: Board of Directors (John Gardner) is still addressing this issue. Updated information will be obtained from the Board of Directors at its July 2001 meeting. OPEN.

 

NEW BUSINESS:

Quarterly Newsletter: The first edition of the neighborhood newsletter "Prevailing Winds" is planned to be distributed to the community July 15. The HOA decided to offer advertising in the Newsletter. Rates are $25 for business size and $50 for a 2x business card size. Ad size should be limited to 2x business card size. Any resident under 18 may place an ad for free. CLOSED.

Whiteplains tee shirts, hats, etc. will be advertised in the newsletter. The HOA suggested we add a Whiteplains decal for vehicles and airplane to the Whiteplains product line. CLOSED.

A Homeowners Association Fees schedule for 2001 will be added to the newsletter. CLOSED.

Each HOA officer will provide an article for the Newsletter. OPEN

Unimproved Lots- In accordance with the Covenants and by-laws, all unimproved lots must be maintained. Lot owners will be responsible for mowing said property as needed. If an unimproved lot owner does not do so then The Association will make arrangements for this to be done at the owner's expense. Checking into the legality question. OPEN

The Landscaping Contractor needs to clean up the trimmings and other debris as needed. Mrs. Ryder will notify the Landscaper. CLOSED.

Neighborhood Crime Watch: Information is being gathered by the Officers regarding formation of a Neighborhood Crime Watch Community. As this program requires a great deal of neighborhood involvement and participation, we will be seeking feedback from Association members regarding their level of commitment and interest in this program. This item will be tabled if no responses are received from community by August 6, 2001. OPEN

Whiteplains Homeowners Association is a joint Plaintiff in litigation with one of the Homeowners. Any Homeowner with questions should contact the President. OPEN.

Revision III, Exhibit A concerning Commercial Vehicles was recently revised. The HOA agreed to require permits for any commercially marked, commercial vehicle. Application for permits will be available July 1 from the HOA Secretary. The permit will be displayed on the bottom right corner of the front windshield and will be effective for 1 year from the date of issue. There is no cost. The Secretary will obtain applications and permits. CLOSED.

The HOA agreed to limit driving motor vehicles on the runway. The runway shall not be used as primary access to properties. CLOSED.

The HOA agreed the homeowners have been doing a great job in keeping the neighborhood well trimmed and well groomed. Thanks to all. CLOSED.

The HOA agreed to approach the Board of Directors about placing a commercial / construction vehicle traffic sign at the entrance of Phase II to reduce truck traffic in Phase I. OPEN.

Mr. Buttrum, on behalf of Mrs. Buttrum, presented a preliminary plan for a Tennis Court, Pool and Pavilion to be located on lot to be determined. Mrs. Buttrum will continue to develop the plans, research, and promotion of this recreation initiative. She will be soliciting input from the neighborhood in upcoming weeks. OPEN.

Whiteplains residents can obtain a copy of the minutes of the meeting in the information box located at the main entrance. Non residents will be mailed a copy. CLOSED.

Boad of Directors Meeting: A Board of Directors meeting will be held on July 9, 2001 at 7:00 p.m. at the office of Manus Construction.

Meeting: The next Officers meeting will be held at the home of Mr. Bill Como on Monday, July 2, 2001 at 7:00 p.m.
