Board of Directors Meeting
Whiteplains Homeowners Association
March 5, 2002

The Whiteplains Homeowners and the Whiteplains Homeowners Association had a scheduled, called meeting on March 5, 2002 at John and Vickie Gardner’s.

The meeting was called to order by Mr. Perry at 7:10 p.m.
Mr. Yon informed the members present about the passing of Donna Robbins’ father. Mr. Yon will send a card to her from the neighborhood.
Mr. Bonacum presented each Board member with a copy of all Minutes of all Board meetings since the start of the Whiteplains Homeowners Association Board. All Board members are to review the set of minutes for approval next meeting. There will be no changes to the submitted minutes; rather they are for archive and for the current Board’s information.
There was a discussion about the on-going publication of the Board minutes and the time required to type and publish future minutes. It was decided that all future minutes would be published within one week (7 days) of each Board meeting. Twenty (20) copies of the minutes will be published in the "Take One" box at the entrance to Phase I. Copies will be available by email to anyone requesting it.
The Secretary was ordered to document and provide minutes of the Januarys Homeowner’s meeting and election of Board Members.
The Treasurer presented the financial status of the Association. In Fund A there is $9,862.75. The amount of $6,000 will be moved from this Fund into the runway paving escrow account. Fund B has a balance of $7,448.64. The amount of $6,000 will be moved from this Fund into the runway paving escrow account. Fund C (Phase II) has a balance of $1,504.62.
The Treasurer presented the letter sent to aviation owners that have not paid the assessed runway maintenance fee. There was some confusion about the invoices sent out for the $75 fees and the Treasurer explained in the letter what the fee is used for and that it is NOT optional. The Board duly invoked this fee in 2000.
The Treasurer presented the letter sent to Ms. Michele Ryder demanding reimbursement for fees, charges, and court cost incurred by the Association by her refusing to surrender the Association’s bank books and other financial records.
There was an extended discussion concerning billing and collecting of Association Fees. After extended debate, Mr. Yon nominated the following procedure for billing and collection:
The Board unanimously approved this plan. The Secretary will provide Todd Shirey a copy of the billing and collection plan for publication in the Prevailing Winds, the Whiteplains Newsletter.
Business by letter from the Homeowners:
By written request, Rich and Gwen Mochak requested by Association replace the mulch in the Phase I traffic circle. There was a discussion about this explaining the various types of mulch and the advantage and disadvantages of each. Rich and Gwen submitted a written proposal by our current landscapers to replace the mulch with 7 cubic yards of mulch and using 36 man-hours of labor. The estimate was over $500 dollars. Mr. Bonacum suggested we buy a larger load of mulch, preferably cedar mulch, wholesale and have volunteers spread it. Based on his memory, there was more like 29 cubic yards of hardwood mulch used originally. Seven cubic yards seemed to be too little and 36 hours seemed to be too many hours for labor. The matter was tabled until next meeting when Mr. Bonacum will provide cost information on cedar mulch wholesale.
Rich reported that he had check out the community irrigation system and found that a neighbors rear sprinklers seem to be connected to the public system. In that their rear sprinklers come on and off when the public system is turned on and off. The Board feels that their installer accidentally tied their line into the public line. The Board will ask them to correct the error.
The Board expressed their appreciation to Mr. And Mrs. Mochak for their landscaping efforts and for Rich’s efforts in maintaining the irrigation system. The Board ordered the Secretary to prepare a Letter of Appreciation for Mr. Mochak and this letter is to be published in the newsletter.
The Board recognized Mr. Mochak’s birthday – the same as the meeting.
The next meeting of the Board will be in May (odd months.)
The meeting was adjourned about 8:40 p.m. to coffee by the Gardners and birthday cake for Mr. Mochak supplied by Mrs. Mochak.
After the Meeting adjourned Mr. Paul Ryder orally requested copies of all the Minutes of all the Board minutes. The President suggested he submit a written request for these. Mr. Ryder then further requested copies of the budget and financial information including paid and unpaid Association Fees. The President suggested he submit a written request for these, as well. Mr. Ryder hand wrote and submitted a request to the President for financial information. After the President left Mr. Ryder presented the Secretary with a hand written request for copies of the Minutes. No action was taken at this meeting of either request.
