Whiteplains Homeowners Association

September 9, 2002

The Whiteplains Homeowners and the Whiteplains Homeowners Association had a short scheduled, called meeting on September 9, 2002 at Niel Bonacum’s hangar following the Pilot’s Association Meeting / presentation by the CAE Fire Chief.

The meeting was called to order by Mr. Perry after the Pilots Associations presentation by the Columbia Airport Fire Department Chief at about 8:15 p.m.

  1. The Minutes of the July 10, 2002 meeting were approved. Closed.
  2. The Treasurer presented the financial status of the Association. Details are available from the Treasurer. Closed.
  3. The Treasurer presented a list of Open Invoices as 6-18-02 for the HOA. Open are:

  5. Further, the Treasurer presented a list of Open Invoices for the HOA for Aviation Fees. Open are:
  6. Fred Burns Invoice 8 and 28

  7. The Association will pursue interest and legal fees on these open accounts and the offenders have lost their ability to participate in HOA functions and to vote in HOA matters, until these fees are resolved. The HOA will use George Nicolson as our attorney and Mr. Bonacum will front the attorney fees. At least one HO responded to the collection procedure and paid up. Open.
  8. The Board further discussed the financial condition of the Association. It appears there will be a short fall in the actual income vs. actual expenses. The Phase I irrigation system pump was replaced and the estimate for repairing the front gates is $500. The Board has already approved borrowing the money for these repairs from the street paving fund until such time as new dues are collected to offset the repair costs. There was a discussion of the procedure for raising the HOA dues. The by-laws provide for up to a 10% per year increase, cumulatively. There were no increases in 2001. The Board motioned and approved a 10% increase for 2001 and a 10% increase for 2002, non-retroactive. The next dues with contain the 10% increases, the second compounded on the first. On-going.
  9. The Newsletter has been published. Closed.
  10. The Yons produced a new neighborhood directory. Niel had it printed and it has been distributed. Once again this year, Tim French provided the cover photo. Thanks to Neil for paying for and distributing the directory. Thanks to Tim of High Wings for the photo. Thanks to John Gardner for the electronic list of Owners and the Yons for editing and assembling the directory. Closed.
  11. The Board had a detailed discussion of the Legal Case involving Fred Burns in reference to actions and reactions of both parties. We can expect more activity in this case in the near future. Anyone wishing

The meeting was adjourned about 9:15 p.m. to sodas and treats by the Bonacums.
