Meeting Minutes
August 6, 2001

Whiteplains Mission Statement:

Mr. Bill Como opened the meeting at 7:00 p.m. and presented an agenda of items to be covered.TREASURER'S REPORT: Michele Ryder reported that as of this meeting Fund A has a balance of $5791.32 and Fund B has a balance of $3039.07. Payments for Lots 1, 3, 6, 7 were received for 2000, plus payments for lots 1, 4, 6, 7, and 36 for 2001. The only lots outstanding for 2000 are 24, 46 and 39. Two of these lots are "contractor" lots. Michele has been doing an internal audit of the year 2000 vs. the year 2001, income and expenses. As of July 2 we were over budget and under revenue. She will continue the audit and report further at the budget meeting scheduled for August 20, 2001. OPEN.
Budget:
For the budget preparation for 2002, the current 2001 will be annualized and used as a projected budget for 2002. The Officers will meet August 20, 2001, 7:00 p.m. at Michele Ryder’s house to prepare the 2002 budget. The investment CD’s will be discussed at this meeting and the internal audit will be presented. Interested parties should plan to attend. All meetings are open. OPEN.A detailed transaction report can be obtained at anytime by written notice to the Association Treasurer.
The Treasurer will present policies and procedures for the payment of bills and dealing with the bank. OPEN.
OLD BUSINESS:
Entranceway lighting: Bill Como and Ron Buttrum are gather information regarding the associated costs regarding adding additional lighting in the entranceway and mailbox area.
OPEN. The power line for the lighting at the entrance has been located and SCE&G will furnish the light and pole at cost.Liability Insurance: Updated information will be presented at the next meeting. OPEN.
Quarterly Newsletter: The deadline for the next Newsletter is September 4, 2001. Anyone wishing to add an article to the Newsletter or place an ad should do so before September 4. OPEN.
Unimproved Lots- In accordance with the Covenants and by-laws, all unimproved lots must be maintained. Lot owners will be responsible for mowing said property as needed. If an unimproved lot owner does not do so then The Association will make arrangements for this to be done at the owner's expense. Checking into the legality question.
OPEN.Bill Como presented videotape of two lots in the community. These lots are being used to store building materials and other debris. The owners of these lots have been contacted in the past with little result. The POA is going to send them a letter requesting compliance with the Covenants. The President and Secretary will develop a standard letter for this purpose.
CLOSED.Two letters were sent out reference this item. Ron Buttrum is going to follow up with a telephone call to the two owners. Further action by the POA may be required. Bill Como and Ron Buttrum will decide on next action. OPEN.
The Landscaping Contractor needs to clean up the trimmings and other debris as needed. Mrs. Ryder will notify the Landscaper.
CLOSED.Neighborhood Crime Watch: Dropped due to a lack of interest. CLOSED.
The POA agreed to approach the Board of Directors about placing a commercial / construction vehicle traffic sign at the entrance of Phase II to reduce truck traffic in Phase I. Mr. Bonacum has ordered the signs. OPEN.
Recreation Facility: Sandy Buttrum is continuing to develop the plans and promotion of this recreation area. She is soliciting input from the neighborhood. Monetary commitments have been received from several homeowners. OPEN.
NEW BUSINESS:
Bill Como presented the new Sales Contract used for lot sales in Phase II. The new Contract has a clear statement of POA dues and their amounts. There should be no question by future purchasers regarding their financial responsibility to the POA.
CLOSED.Entrance Gates: The POA reviewed the votes submitted by the Property Owners. The tally was a dead heat. However, the Board will ask the Developer to finish the installation of the gate hardware to make the gates operational, ASAP. Bill Como will send a letter to Mr. Bonacum. OPEN.
PCL (Pilot Controlled Lighting): The Pilots Association made a modification to the runway lighting system to have the lights on from dusk to 10:00 p.m. Several of the Property Owners have registered verbal complaints with the POA indicating the PCL was part of the benefits of purchasing at Whiteplains. Further investigation into this PCL problem is underway and a report will be made next meeting. OPEN.
New Park Sign: Nancy Bonacum submitted a request for a sign to be designed and displayed at the "West Wind Park." The Officers approved the sign and will seek donations for its construction. OPEN.
There will be a community wide annual Property Owners Association Meeting, Saturday, October 13, 2001 at 6:00 p.m. This will be held at one of the local hangars and a picnic dinner will follow. The 2002 budget will be presented as well as other items of interest to our residents. Please plan to attend and join in the decisions that effect your community.
There will be a Ladies night out, August 24 at 7:00 p.m. This will be a meal out, location to be determined. Call Sandy Buttrum a 358-9276 by August 15, 2001 to sign up and make a suggestion for the location.

The next Officers meeting will be held at the home of Bill Como on Monday, September 4, 2001 at 7:00 p.m.Meeting was adjourned at 8:20 p.m.
